Outbound Links (OBL's) DO in fact matter. Test test test, that what you need to do. If you place a homepage backlink on a Page Rank 6 or more with 1 OBL and then do it again with another site for the same keyword term on a page rank 6 with 100 OBL's do you think they are both going to have equal value and effect?
